Public Clinic Turns into a Military Post

In the eve of general election, the Election Monitoring Team and I performed our duties. I visited Aceh Jaya, West Aceh, Nagan Raya, Southwest Aceh, and South Aceh districts.

On 8 April 2009, I went to Padang Panyang village in Susoh sub-district in Aceh Barat Daya (West-South Aceh). When taking a road to a coastal area, I saw an Indonesian Military (TNI) post occupying a Public Clinic office, situated in the middle of a settlement area. The clinic signboard was replaced with another board saying “Pos Babinsa Koramil 04 Susoh”. Koramil stands for Military Rayon Command. Total number of military personnel in the post is about ten but sometimes more. The presence of this military post is similar with the ones during arm conflict era.

Military posts are also found in other clinic offices in other regions such as in Pantan Lues, Timang Gajah, and Bener Meriah villages. In addition, similar posts are also found in a supporting clinic in Meunasah Rayeuk village in Nisam, North Aceh and a clinic office in Alue Pisang village, Kuala Batee, Southwest Aceh.

Local residents protested the presence of these military posts.

“These posts have been established four months ago. It is not clear why they are here. They said to maintain security amid general election,” said Ayah Din.

Ayah Din, a resident of Padang Panyang, feels uncomfortable with the presence of these posts. But he dare not speak out to others. Since its transformation into a military post, medical services for local inhabitants are totally ceased.

On 1 April 2009, a group of women took a truck to participate in a campaign of the Aceh Party in a soccer field in Cut Mane village. Their truck, however, was stopped by military personnel of Koramil 04 Susoh. The personnel forced the women not to participate in the campaign and asked them to go home.

“Why do you participate in the campaign? Just go home. If the Aceh Party wins, there is no security guaranteed. If there is another conflict, we will search for you for seven generations,” said one of the personnel in his uniform.

Besides threatening them, a soldier took their pictures with his digital camera. Some others point their rifles to the truck tires, threatening to shoot the tires if passengers refused to follow their orders.

“We were afraid. Moreover, our pictures had been taken by them. But we refused to go home and continue our journey to the campaign site,” said Suhai, a passenger of the truck.

Some of them started to worry with their security because their pictures have been taken by the soldiers.

“If they commit a crime, we will leave it to God,” said Midar.

General Election is over. Will the military posts established to maintain security of the election be dissolved? Or will it stay as a new structure to strengthen its territorial command? We'll see.***
